Interim Assessment Design, Development, Administration, and Use: Framework for a Holistic Approach to Accessibility

Abstract

We addressed the need for enhanced practices that contribute to more valid and fair testing for English learners (ELs). Focusing on the development and use of a nationally administered interim assessment system, we created a framework to address assessment processes holistically with a focus on accessibility. The Framework provides guidance on key aspects of assessment: (a) selecting passages and writing items; (b) attending to general usability; (c) creation of accessibility resources; (d) supporting teacher assessment administration and use. Using double coding and a reconciliation process, we also piloted the framework by applying it to documents used by the test development team, as well as a suite of grade 7 English Language Arts and Mathematics interim assessment booklets.
