Understanding the Structural Implications of Partnerships in Correctional Education Programs

Abstract

Shifting political ideals have put social justice reform at the forefront of U.S. policy makers’ agendas. Recent approval of the Second Chance Pell Program and proposal to reauthorize the Higher Education Act, shows slow and steady shift occurring in favor of expanding educational opportunities to incarcerated adults. As reform becomes a focus at both national and state levels, there is an immediate need to study the relationship between colleges and correctional facilities.
By interviewing administrative staff and analyzing administrative documents, this case study seeks to understand how vocational education programs are structured in correctional settings. Furthermore, this study seeks to understand how partnerships between community-colleges and the sheriff’s department can affect the daily decisions and overall structure of such programs.
