A Degree With a (Hollow) Guarantee: A Critical Race Analysis of California's Associate's Degree for Transfer Programs

Abstract

The purpose of this study is to present an interpretation of SB 1440 through the lens of Critical Race Theory. More specifically, this study looks at the implementation of SB 1440 and questions whether or not its provisions provide true access to the CSU system for California’s community college system. To do so, a subset of California’s 113 community colleges were chosen, and their websites were analyzed with transfer information and the availability of AD-T programs versus other associate’s degree programs. The study also looks at the websites provided by various California higher education entities to look at how clear and transparent information is communicated to students who intend on entering the state’s CSU system via community colleges.
