This paper is based on empirical research on the effects of the introduction of standardized high school exit exams on teaching practice in Austria. In it, I develop an interpretive framework that draws on education governance, the Grammar of Schooling, and German Didaktik to analyze the study’s findings. I demonstrate how these three approaches complement each other and how this framework is a useful instrument in understanding the effects of education reforms.
