This session will introduce a small area estimation mapping tool that provides indirect estimates of adults’ literacy and numeracy skills for states and counties, sharing an overview of its capabilities and how results are framed within the context of additional area-level variables. This tool will provide estimates of proportions of low-, mid-, and high-skilled adults, as well as averages for literacy and numeracy. The session will also provide a theoretical base for these indirect estimates, which are based on U.S. data from the Program for the International Assessment of Adult Competencies (PIAAC) collected in 2012, 2014, and 2017, in conjunction with auxiliary data. These results can be used by policymakers, business leaders, and educators for policy and funding decisions.
