Lasting Change: How Long-Term Implementation of an Educator Effectiveness System Improved English Language Arts Achievement in Indiana

Abstract

As long-term effects of educational programs cannot be sufficiently addressed by evaluators in the context of short duration implementation grants, researchers become responsible for investigating sustainability of effects and addressing concerns of policy makers and grant funding agencies that money is used wisely. This study examines the long-term impact of TAP: The System for Teacher and Student Advancement on the percentage of students passing Indiana’s English / Language Arts achievement test after at least three years of TAP System implementation. A school-level, quasi-experimental study is performed using propensity score matching to generate a comparison group and regression models controlling for school fixed effects. The results show that TAP does sustain effectiveness immediately, one year after baseline.
