Bait and Switch Tactics: How Community Schools' Policies Prioritize Neoliberalism and Reinforce the Status Quo

Abstract

Several critical studies have underscored the importance of community engagement in schools. This critical policy analysis considers how educational policy makers in New York City articulate the role of community engagement in schools alongside equity goals. I examine public engagement scholarship as well as literature on neoliberalism in education to elucidate schools’ current and evolving focus on competition in education over equity and inclusion. Findings point to policy makers’ “bait and switch” tactics that prioritize the status quo of testing and performance over equity and authentic community engagement.
