This paper argues that there is a need for higher education studies to go beyond macro-level actor-centered structure focus in the higher education system governance. It addresses this gap by deconstructing and reconstructing the system governance shifts using Germany as a case study. As one of the higher education systems which has grown in the Continental European mode of higher education governance and has been influential on the issue of governance, we use the governance shifts within this particular system as a case to explore the connectivity of higher education system governance to power dynamics beyond the established academic structures.
