Implementing a Dual-Language Program for Latinx and African American Students in a Full-Service Community School in Baltimore City

Abstract

Latinx and African American students have been historically underserved in public education, yet they are the vast majority of students found in these schools. This study looks at a unique Full-Service Community School in Baltimore, Maryland, using a case study research approach to document the design, implementation, and scaling of their Dual Language Program and to determine the impact the program is having on student learning outcomes. Through classroom observations, focus groups and interviews, data was collected from parents, students and school staff. Findings show the DLP is perceived to be beneficial for the students, regarding language proficiency in Spanish, academic performance across subject matters and overall socio-cultural benefits for families and within the school community.
