Development of Citizenship Education: Differences in Dutch School Effectiveness 2009–2016

Abstract

The Netherlands introduced legislation mandating schools to promote students’ citizenship competences in 2006, and took part in both the 2009 and 2016 International Civic and Citizenship Education Study. The results from those studies show Dutch students’ citizenship competences improved between 2009 and 2016, but at the same time the Inspectorate of Education is critical about schools’ provision of citizenship education. This study investigates whether the improved scores can be attributed to school effects, by looking at three aspects of citizenship competences and modelling school effects as well as students’ characteristics for both cohorts. The analyses show differences between schools can be attributed to differences between students’ background characteristics, and increasingly so in 2016 compared to 2009.
