Confirmatory Factor Analysis of a Survey Designed to Capture Educator Perspectives in Policy Evaluation

Abstract

Incorporating stakeholders into education policy evaluation is integral to understanding the functioning of the program. Important stakeholders for education programs include educators and community members. This evaluation was conducted in two phases, which both included a survey designed around a common framework: Mehrens’ (1998) framework for evaluating the consequences or impact of an education program. This paper focuses on investigating the latent factor structure of the survey using confirmatory factor analysis (CFA) to understand the survey fit to the framework. The CFA demonstrated that the survey aligned well with Mehrens’ (1998) framework, confirming it is a good measurement instrument to capture educators’ perceptions of education policy.
