Studies documenting Two-Way Immersion language program (TWI) implementation focused on the experiences of the population served, or that of the staff. This study contrasts the perceptions of both of these groups in the context of the first year of implementation. In addition, Portuguese-English TWI programs are a relatively unexplored linguistic landscape, as are Brazilian immigrant communities. Using quantitative and qualitative analytic tools to explore teacher and parent surveys, we found contrasting teacher and parental perceptions about who benefits from the program. Second, U.S. born and Brazilian parents reported different perceptions of why the success of the program was important for their children. Finally, we found parallel perceptions across parental groups and staff regarding fear of turnover and school quality.
