This paper examines intrastate and interstate influences on the introduction/enactment of legislation regulating how universities respond to sexual assault. The analysis focuses on the influence of sexual assaults at public colleges and universities, representation of women in office, feminist interest group activity, and interstate diffusion dynamics, among other variables.
