Examining the Influence of a STEM-Focused, District-Led Reform on School Leadership Practices

Abstract

This study examines the influence of a district-driven, whole-school STEM reform on leadership practices. 21 semi-structured interviews were conducted with district and school leaders. Also, documents relevant to the design, development, and adoption process were reviewed. Findings show that school leaders showed little to no alignment in leadership practices associated with the reform. Also, data suggested that district leaders themselves engaged in mostly transactional practices while building little to no commitment among school-level leadership staff. Results suggest that leaders at both the district and school level, functioning within a highly centralized district, must engage in practices that build commitment and interest among individuals leading schools who serve as a crucial lever for implementation, in addition to support with capacity building.
