Cross-system collaboration through collective impact strategies is based on the premise that value is added for all stakeholders when related organizations seek common goals and leverage resources. This case study describes one state’s systems-reform effort using organizational stakeholder engagement and collective impact strategies to strengthen cross-system and cross-discipline collaboration and improve high-quality access and educational services for Florida’s youngest children and families. Findings indicate that, although the highest levels of consensus-driven collective decision-making were realized for organizational leadership stakeholders, collaboration provided insight into hidden gaps in current organizational structures and strategic planning practices, particularly for the most vulnerable stakeholders, families and children. Insights suggest how strategic engagement might be improved in future projects.
