Third Grade Reading Laws: A Systematic Review of Its Components and Policy Implications

Abstract

The objective of this study is threefold. First, we will present a thorough and current summary of the major components of the Third Grade Reading Laws (TGRLs) across all states that have a formal implementation of this law. Second, we will focus on what we have identified as the three major components of these laws: (a) PK-3 formative reading assessments, (b) planned interventions around the formative reading assessments, and (c) the third-grade retention component. Third, we will summarize the most recent causal evidence on TGRLs. We will close with recommendations for states that have recently implemented or will implement TGRLs in the near future.
