This panel addresses the question, “What does it mean to build capacity in HSIs for STEM research?” This qualitative study is based on observations, focus groups, and interviews with scientists at 16 four-year HSIs in Puerto Rico and eight mainland states with HSIs. Research protocols focused on how to support research and mentoring efforts and the role of external funding agencies in such efforts. Key themes included the importance of mutually beneficial (non-exploitative) partnerships with non-HSIs, resources to support intergenerational personnel, and raising awareness among external agencies about HSIs’ contributions and contexts, to counter prevalent negative stereotypes about HSIs.
