Understanding the Seal of Biliteracy: Challenges and Opportunities in the Implementation

Abstract

Based on the responses to an open-ended questionnaire and a focus group of districts that adopted the Seal of Biliteracy in Illinois, this study attempts to gain an understanding of the motivations, challenges, and opportunities behind districts’ decisions to support the implementation of the Seal. Findings indicate that districts aspired to use the Seal as a mechanism to promote language learning and to boost world language programs. Results emphasize the relevance of this initiative to validate and honor the language and culture and enhance the academic opportunities of bilingual students. But in order to do so, the implementation must contribute to disrupt the anti-bilingual education discourse and support programs and practices that build upon multilingual students' cultural and linguistic assets.
