Abstract

The phenomenal growth of charter schools in urban areas with high concentrations of minority students impacts access to effective education. This dissertation examined the trends toward segregation in charter schools through the CRT framework. Market-based public education, as revealed by CRT, has unintended adverse consequences. The use of counterstorytelling by charter school leaders of color uncovered the processes and practices within the charter school movement that produce under-resourced segregated schools. Brown’s promise to deliver educational equity is dependent upon its commitment to forge connections between disempowered families of color through a diverse public education system. Race, as complex as it is, plays a very significant and multifaceted role in the establishment of charter schools in California.
