Abstract

Challenging the prevailing concept of charters as superimposed on communities, underserving
the most vulnerable and aiming to offer a ‘better’ version of the mainstream district school model,
this paper explores an alternative charter model focused on whole child and whole community and
by design aiming not to only do better but to do different from the mainstream district school
model aiming to fulfill the original intent of charters of providing an innovation on the margin to
inform the center.
