This session explores the critical topic of opportunity to learn for multilingual students. Using quantitative and qualitative research emerging from partnerships with organizational stakeholders, the four papers in the session examine two key questions: 1) How do policies and practices at the federal, state, district, and school level impact multilingual students’ access to content and language learning? and 2) How do policies and practices differentially impact opportunity to learn for particular groups within the multilingual student population, including English learner students with disabilities (ELSWDs), newcomer students, and long-term English learners (LTELs)? Findings show how policies and practices frequently constrain, though sometimes facilitate, multilingual students' opportunity to learn.
