The Enactment of Accountability, Learning Standards, and Data Use Policies in Education: Global Perspectives

Abstract

Accountability, learning standards and data use policies have been adopted worldwide to reform education systems. Nonetheless, evidence on the circumstances and mechanisms under which these policy initiatives generate their intended effects, such as targeted development strategies and instructional improvement, as well as side-effects, including teaching to the test, curriculum narrowing and cream-skimming, remains inconclusive.

The papers in this panel represent different country-cases and address how different accountability designs generate different and similar effects when enacted at district and school levels in diverse institutional and school settings. The analyses cover both high-stakes (the US and Australia) and low-stakes accountability regimes (Germany and Norway), enabling a comparison between both types of accountability regimes, which currently remains lacking.
