A major concern for the Nordic welfare states is whether their welfare arrangements are effective and/or working for those they are meant to reach. Recent years, the OECD influence on national policy has generated an increased focus on equity in education. In this paper we present a municipal-university collaboration enabling a renewed take on ensuring equity through informed practices. We discuss how inclusive discourse on equity can generate a gap between policy and practice that given the structures of how welfare states organize education locally, international and national policy is oversimplifying questions of inclusion, while the issues that need to be addressed are much complex in nature.
