Integrating Extrinsic and Intrinsic Motivation in Principal Evaluation

Abstract

This paper reports on a mixed methods study that was designed to examine principals’ experiences with new principal evaluation policies. We first drew on survey data from elementary and middle school principals in 25 districts across three states to describe their perceptions of the quality of their principal evaluation systems and how evaluation is linked with principal professional development. We also used this survey data to examine associations between multiple characteristics of principal evaluation systems and principals’ perceptions of evaluation system quality. Based on our quantitative results, we utilized interview data from a subset of survey participants to explicate reasons for variation in how school leaders experienced extrinsic and intrinsic incentives in their principal evaluation systems.
