English learner (EL) reclassification is a high-stakes decision because it entails a change in language services student receives, and ultimately has significant impacts on students’ outcomes. This study explored how reclassification decisions are made at the district level in a northeastern state in the U.S., which requires a minimum of two criteria for EL reclassification: English language proficiency scores and educator input. Hundred and seven district-level educators completed an online survey in Fall 2019. Results indicate a wide variability in reclassification across districts at different stages in the reclassification process. Findings show how educators understand and implement EL reclassification criteria at the district level, which could inform the state education agency in their training and monitoring of districts.
