This paper examines home language surveys used during the 2019 - 2020 academic year to identify potential English learner students throughout the United States. The purpose of this study was to expand on Bailey and Kelly’s (2010; 2013) study of U.S. state home language survey practices and to explore themes around specific questions asked to parents and caregivers regarding home language use. Evidence suggests state educational agencies vary in how they implement recommendations made by the U.S. Department of Education and in the numbers and types of questions asked of parents and guardians for initial English learner identification. Although the home language survey is a common way for engaging parents in their children’s education, the practice of administration varies widely.
