Successful school innovation must be sustained through the explicit alignment within the systems that operate schools. School system innovation occurs, and can be sustained, through the development of the collective capacity of the adults in the education system. This paper outlines a professional development evaluation model informed by the Joint Committee on Standards for Educational Evaluation, Learning Forward’s Standards for Professional Learning, and Guskey’s 5 Critical Levels of Professional Development Evaluation. Evaluation is systematic, ongoing, triangulated, and extends beyond participant reactions to professional development. Qualitative coding, descriptive statistics, and multiple linear regression are used to evaluate data from over 200 schools and 4,000 educators. Regression findings indicate the key driver of the evaluation model across all events is learning objectives.
