This study adopted quantitative social network analysis (SNA) to examine the engagement and coalition-building of organizational stakeholders in developing state Every Student Succeeds Act (ESSA) Title II plans in six U.S. states. SNA results showed variation across state policy networks in terms of the kind of stakeholders involved in their respective state ESSA Title II development, the overall structure and relevant prominence of actors within the policy network, and the ways in which policy actors interacted and collaborated with one another in achieving policy goals. This study contributed to better understandings of the teacher education policy making process by revealing the roles and relationships of a variety of policy actors in shaping the landscape of teacher education through networked action.
