The development and content and face validation process of the Intention to Use Technology-Enabled Learning Scale is described. This instrument is designed for use with preservice teachers to measure their intention to use technology-enabled learning (TEL) in their future classrooms. After undergoing expert panel review, the instrument contains 22 items across four constructs; experts found that the instrument displayed good construct and face validity. The next step in development will be to distribute the instrument to a convenience sample of preservice teachers in order to establish construct validity.
