Although South Korea has an impressive reputation in educational development cooperation there is an expansion of reflective discourse for cooperative relationship in educational development based on post-development theory. Nevertheless, little is known about alternatives for cooperative relationships in educational development. This study follows an NGO professional’s investigation into educational development in various countries. His experience overcoming limitation of inequal relations in educational development was interpreted as three themed; ‘first step with modernization theory’, ‘unseen barriers to educational development, and ‘from they to us’. The findings suggest that for cooperative relationships, the process of encountering different perceptions without prejudice is needed, and the structure of educational development needs change for actual advancement as well.
