Using Cost Function Analysis in Studies of Special Education Costs

Mon, April 12, 11:10am to 12:40pm EDT (11:10am to 12:40pm EDT), SIG Sessions, SIG-Fiscal Issues, Policy and Education Finance Paper and Symposium Sessions

Abstract

Presenters in this session will discuss their experience applying cost function analysis to estimating education cost functions in state-level studies of special education finance. Specifically, one presenter will reflect on WestEd’s experience conducting its study in Maryland and the second presenter will reflect on AIR’s experience doing similar work in New Hampshire. In doing so, the presenters will compare and contrast their experiences in the two states, note methodological advancements and challenges, and discuss strategies for communicating findings to provide policymakers and practitioners with actionable evidence for decision making.
