The pandemic has permanently changed education. In the current case study, we aim to investigate how K-12 teachers design online learning materials in an emergency situation, what conditions impact their decisions, and their perceived confidence in the online teaching preparation and implementation. We interviewed four teachers from different subjects in a high school in South Korea and used case study to understand their instructional design during the COVID-19 pandemic. We identified four major factors that impact their design decisions (i.e., situational, personal, technological, and cultural). Through the lens of the activity system model, we further analyzed the contradictions in the system and discussed how the factors were impacted by the change and intertwined elements within the system.
