We analyzed the campus improvement plans (CIP) of eight turnaround urban elementary schools in Texas over three years 2017, 2018 and 2019 to identify consistencies/inconsistencies and common school needs, if any, across the eight schools. Additionally, we wanted to assess the extent to which these CIPs are compliant with Title I, Part A requirements. We also sought to understand the extent to which these CIPs can serve as reliable tools for informing leadership instructional decisions. We found that most of these CIPs included similar common assessment needs. However, we found that the CIPs are not completely compliant with CIPs requirements for turnaround schools. Further, the CIPs do not include effective intervention programs or strategies necessary for transforming the schools
