Policy. Recruiting and Retaining Teachers of Color: The Limits and Possibilities of Incentives

Abstract

The use of incentives to attract and retain teachers is ubiquitous. Despite the popularity of these policies and programs, there is little research examining how, and to what extent, teachers of color respond to incentive schemes or its impact on increasing teacher diversity. Evidence on the effectiveness of incentives on the teacher workforce is limited and few have undergone rigorous evaluation to offer subgroup analysis on teachers of color. Paying special attention to teachers of color, this paper highlights selected research on various types of incentives and concludes with recommendations for research and policy to shift evaluation and analysis of teacher incentive programs.
