A Case Study of Dual Enrollment Program Policies and Expenses in Virginia

Abstract

Virginia’s high school-based dual enrollment programs serve more than 37,000 students a year by providing college courses to high school students either at the high school or a dedicated educational center. Without a statewide funding mechanism for dual enrollment programs, students paid between $0 to more than $162 per credit hour to participate in dual enrollment programs. This qualitative study uncovered the nuances in operating dual enrollment programs and the administrative, policy, and financial challenges to provide equitable dual enrollment programs to all students.
