Measuring Collective Leadership for Readiness, Implementation, and School Improvement

Abstract

To develop equitable education systems, the collective leadership of teachers and administrators is necessary. Collective leadership is a school-level factor that encompasses the work through which teachers and administrators influence colleagues, policymakers, and others to improve student outcomes and is dependent on seven conditions. Over the past six years in nine states, we have developed a survey to measure readiness for and implementation of collective leadership development. In this paper, we answer the following research question: “Is there evidence that supports the multilevel factor structure of multiple teacher and administrator-level factors and a single, collective leadership factor at the school level?” We found that the individual factors support a single school-level factor.
