Unintended Consequences of Internationalization: Building an Equitable Global Experience

Abstract

There are known intended outcomes of international policy, practice, and programs. However, scholarship on unintended consequences is ambiguous and under-explored. Unintended consequences can be positive or negative as they complicate, reverse, or move the international agenda into new and often unforeseen directions. A literature review was used to identify unintended consequences of internationalization. This paper uses a comparative lens to explore unintended consequences using examples from MENA countries. The focus on MENA countries purposefully highlights a region of the world that is often left out of conversations on internationalization. Finally, the paper introduces a framework that critically assesses the ways in which unintended consequences facilitates or truncates equity.
