Teacher effectiveness has long plagued educational practitioners and researchers alike. Attempts to quantify and accurately measure continue to prove to be difficult. North Carolina provides forward facing data on teacher evaluation and value-added scores. This study uses that data from 2018 to examine if such evaluation and valued added data can estimate student test scores and if there are any differences in the efficacy of these measures across grades. The findings from this study suggest that at the school level principal evaluation scores fail to estimate student test score data and that value-added measures are associated positively with test scores. Policy implications are presented.
