Tracing the Rise of Venture Philanthropy in Public Schools in Australia: Policy Mobility and Policy Networks

Abstract

The paper traces the emergence of venture philanthropy in public schools in Australia. By drawing on interviews with major policy actors and social network analysis, the study focuses on the initiative of the first national education charity with deductible gift recipient status, and a national research education institute. An historical precedent in Australia, the national education charity will enable corporations and corporate foundations, in addition to high net-worth individuals to donate to public schools and receive a tax deduction. This study will examine the policy networks that mobilized the emergence of venture philanthropy at the federal level, alongside the regulation of a newly formed charity regulator, tangibly reshaping the way money and commodities are circulated for public education.
