What Have We Learned? 2021 NAEP Monthly School Survey Reporting Strategy and Key Findings

Abstract

This paper will describe the strategy and tools used to make reporting as efficient and timely as possible. Due to the need to report results as quickly as possible, the team made use of available data dashboarding tools. The paper will show how the tools used enable the NAEP program to both provide clear information on a rolling basis to interested stakeholders while at the same time provide a clear record that can be used to provide context for the upcoming NAEP assessments in 2022.

The discussion will describe key findings that emerged, and trends observed nationally and in states across the five months of the survey. The paper will examine the type of instruction offered by schools across regions and school locations, and then review results for the modes in which students enrolled during the spring of 2021. To further probe these results, the paper will discuss cross tabulations of what schools offered and the proportion of students in schools that enrolled in various modes of instruction. This paper will examine patterns in modes offered and enrollment by student group, region, and school location. All of these results will be presented with a focus on how types of instruction offered, and enrollment were distributed across student groups, regions, and school locations. For example, patterns of instructional mode offered by type of school location will be discussed, as well as other patterns for different areas examined by the questionnaire.

The paper will conclude by considering how these results will be useful for providing context for the 2022 assessments as well as consider limitations of the 2021 data collection and results.
