Internationalization prompted a number of countries to introduce policies to create ‘world-class’ universities in their region. The Korean government implemented BK21 to improve Korean universities’ research production and create ‘world-class’ universities in their country. While BK21 increased research production of Korean universities, it was not widely known whether BK21 promoted international connections of Korea universities. This study analyzed an effect of BK21 on Korean universities’ collaboration connections with US universities. The hierarchical linear model results indicated that the policy of BK21 did not increase Korean universities’ connections with US universities from 2000 to 2011. The result suggests that the Korean government may need to introduce different policies to encourage collaborations with US universities.
