Mapping the School Choice Landscape in China

Abstract

Much of existing school choice literature has focused on market-based school choice programs in the Western settings where many governments support school choice reforms and promote school choice policies. Although much has been learned about school choice programs in pro-choice countries, little is known about school choice issues in the social contexts where school choice is not officially permitted. This study fills the research gap by exploring the characteristics, scale, and dominant forms of school choice in China. The purpose of this research is to map out the school choice landscape in China. In doing so, the study will help to understand how school choice in China is different from and similar to school choice issues in the western settings.
