Successes and Challenges of New English Language Development Standards in 12 States: An Exploratory Study

Abstract

With an interest in the climate of English language development (ELD) standards implementation, this study explored insights gathered from preK-12 district administrators and teachers in twelve states. Given the release of new ELD standards affecting a large consortium of states, we gathered perceptions on what successful ELD standards implementation means to participants, as well as successes and challenges as new standards are rolled out in districts. Findings highlighted the orchestrated collaborations among all specialists and departments as an indicative of successful implementation. A few challenges were addressed, including general education teachers’ lack of ESL background knowledge; a need for administrators to improve their ability/preparedness to understand the purpose/goals of ELD standards; and assessment tools to consistently monitor students’ achievement.
