What Works for Whom, Why, and How? Toward Critical Race-Conscious Education Policy/Program Evaluation for Equity

Abstract

In spite of methodological advances towards evidence-based policy, quantitative research has been critiqued for being blind to racism and unable to support a critical race agenda for equity. This issue is salient in the field of education policy/program evaluation. Intervention research remains often race-blind, failing to acknowledge the role of race as a social construct and to address the heterogeneity of program access/impact among racial subgroups. We seek to inform paradigm changes towards equity-oriented and critical race-conscious intervention research to address “what works for (or against) whom, why and how?”. Through mixed-methods research (meta-analysis, gap decomposition, and case studies), this paper examines the core features of effective (or harmful) educational interventions and their studies that advance (or hinder) racial equity.
