Education Policy and the Media: A Comparative Analysis of England and Germany

Abstract

Drawing on Bourdieu’s theories of the state and mediatization, we investigate similarities and differences in how the news media at the regional and national levels report about school education and policy in England and Germany. We find that, at a local level media reports in England focus largely on events and local issues (e.g. school inspection reports) while there is considerable debate about education policy at the national level. Meanwhile in Germany, the regional press also addresses broader educational issues while the national press gives voice to a wide variety of actors but hardly facilitates debates. The findings reflect domestic media system- and nature of state cultures, with England a centralizing public interest state and Germany a federal bureaucratic state.
