Policy Enactment in Nigerian Secondary Schools: The Case of the National Policy on Education

Abstract

The National Policy on Education (NPE) is one of the instruments formulated by the Nigerian government to strengthen and improve education in Nigeria. However, since its inception, the policy document has not been effectively implemented in the country. I examined the various factors affecting the effectiveness of the NPE in Nigeria. I used a cross-sectional research design for this study. I drew on Spillane et al.’s (2002) cognitive framework and Ball et al.’s (2012) theory of policy enactment to explain the implementation process of the NPE. The result shows that more actions are required at the governmental level to ensure a reciprocal relationship between the government, policymakers, and policy implementers for the effective implementation of the NPE.
