Leadership Principles That Advance Systemic Equity for Multilingual Learners: A Conceptual Framework

Abstract

Amidst shifting demographic and political contexts, educational leaders play an increasingly consequential role in advancing systemic equity for multilingual learners (MLs). In response to the AERA President’s invitation to conduct careful and detailed systematic literature reviews that provide critical insights to the field, we synthesized over two decades of scholarship to address the question: How have school, district, and state leaders advanced equity-minded systems change for ML students and families? Based on an analysis of 49 peer-reviewed empirical studies, we identified themes and patterns that converged around three core ML-focused leadership principles. These principles and their associated practices constitute a conceptual framework that leaders can apply as they prioritize equity and justice for MLs in their decision making processes.
