Examining Strengths and Challenges in Implementing the Community School Strategy in Baltimore City (Poster 37)

Abstract

Community schools (CS) have gained momentum due to a confluence of factors, including increasing childhood poverty and challenges for families in accessing services. During the 2019-2020 school year, Baltimore City added 76 new community schools, operating under two different oversight models. Thirty-four of the new CSs use a lead agency model, which involves third party entities, generally local non-profit organizations, supporting the implementation of the strategy. The other 43 new CSs use a district directed model, where the district serves as the oversight authority managing strategy implementation. This qualitative study examines stakeholder perceptions of the strengths and challenges in implementing and scaling up CS reform in Baltimore City; in particular, we examined these perceptions related to two CS oversight models.
