Abstract

This study examines newcomer schools – specialized schools for youth who are newly arrived in the U.S. with limited English and interrupted formal education. Using publicly available data, this quantitative study examines the human capital characteristics and services available at newcomer schools compared to non-newcomer schools and how this impacts the conditions of learning. Given the predicted increase in migration due to the global pandemic, it is critical to examine the ways that approaches to newcomer education may challenge or reinforce inequities in English Language Learner Education (ELLE).
