Defining School Leadership Standards: The Experience in 13 Countries

Abstract

This study was developed considering the relevance of school leadership for school results and the recent international induction for national policies to define competences/standards expected for the school principal. The paper summarizes the results of a survey conducted on documents from 13 countries on the definition of standards for school leadership. Through a qualitative document analysis, we collected the main legal definitions and references published in those countries regarding school principals expected competencies. The results pointed out the relevance of systemic public policies (recruiting, preparing, evaluating, and supporting school principals) based on clearly defined standards. They also highlighted the instructional competencies of school principals (listed in most of the documents) and the aspects related to school context.

Authors
